The general approach towards a deeper awareness of the environmental dimension and social development is creating new and important challenges to municipal and state government in Mexico. These challenges are emphasized by decentralization processes, increased participation, and the new modalities of public and private responsibilities in the procurement of sustainable development.
The course main objective is to provide students with the tools to understand and solve such challenges. To focus on the balance of the multiplicity of environmental and social issues with the different responsibilities in the local public administration is a central element in the course. At the end of the term the student will be able to present and asses programs with a sustainable development focusing on: public services, recreation, tourism, transportation development, housing, and employment.

Convergence of local governments with international organizations presents the challenge of increasing the impact and efficiency of social programs. It has been proven that programs and projects are not always well defined due to the fact that they do not respond to specific statements on policies and lack an orientation towards achievement.
The course provides an analysis of the two main axis in every social program. Design and evaluation from the dimensions of impact and efficiency on the one hand. One the other, the need to adapt the models of organization and management to the essential requirements of social programs and projects.

This process is lead and monitored by EGAP professors and its orientation and theoretical foundation will be in accordance with the program to which the student belongs.
